A Memorandum of Understanding was signed on May 2017 by ENEA and the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs and Cooperation Development, with the dual objective of strengthening mutual institutional relationships as well as Italy’s role in the definition and implementation of the Sustainable Development Goals stipulated in the 2030 Agenda for sustainable development.


The partnership agreement, co-signed by ENEA and the Italian Agency for Development cooperation on November 2016, provides for collaboration in research, development and implementation of projects for participation in national and multilateral events and exchange of information, identification of programmes and projects of mutual interest, design and setting up of an ICT infrastructure in support of AICS management and cooperation projects, access to mutual infrastructures. A Memorandum of Understanding was signed on 26th July 2017 between ENEA and the Italian Ministry of the Environment, Land and Sea, with the aim of starting up a collaboration programme for technology transfer and cooperation initiatives in favour of developing countries.

IILA Istituto Italo – Latino Americano

Signed in 2013 and renewed in 2016 for further three years, the Memorandum of Understanding between ENEA and IILA has expired. Yet, in the light of the positive outcomes achieved, the Parties have agreed to sign a new collaboration agreement by early 2020.

The MoU provides for a basic reference framework useful to develop forms of cooparation between institutions and the Parties in general, aimed at fostering scientific and technological exchange between ENEA and the homologous entities from Latin America. The scientific collaboration between ENEA and IILA will focus on energy technologies, energy efficiency, cultural heritage conservation, antiseismic protection, food safety, life sciences, climate change, transition towards circular economy and the efficient use of resources.


Last July 2017, FAO, ENEA, CNR, CREA and ISPRA co-signed a Memorandum of Understanding in order to launch a wide-ranging cooperation programme for developing countries in sectors focused on creating agricultural innovation, tackling climate change, developing new technologies for higher food and nutrition quality, managing soils and water, and improving the quality of ecosystems.


In the framework of the United Nations Framework Convention on Climate Change, ENEA has been designated by the Italian Ministry of the Environment as the National Designated Entity (NDE) within the Climate Technology Centre and Network, a network of international technology organizations promoting and supporting the transfer of adaptation and mitigation technologies to developing countries.

Cooperation Partnerships

ENEA has developed a wide-ranging network for information exchange with development cooperation subjects in order to identify joint initiatives upon national and international calls for funding proposals.


Signed in July 2018, the Memorandum of Understanding between ENEA and the E4Impact Foundation ensures the most efficient and effective approachs aimed at developing a new generation of entrepreneurs in Africa and the Mediterranean area, attentive  to social and environmental sustainability by means of Entrepreneurship programs (Global MBA in Impact Entrepreneurship and the International Certificate in Impact entrepreneurship) delivered in collaboration with local African universities. ENEA’s contribution to the Foundation’s training project will be provided by delivering e-learning courses and providing access to the ENEA Atlas for development cooperation. Specifically, the collaboration is aimed at developing local entrepreneurship by training new entrepreneurs and raising awareness among Italian sector enterprises encouraging their support to African and Mediterranean countries with a view to social and environmental impacts.

Carabinieri Corps

Signed on 22 November 2018, the Memorandum of Understanding between ENEA and the Carabinieri Corps stems from a number of national and international collaborations with CUFA (the special Carabinieri’s unit for the protection of forestry, the environment and agro-food) in the fields of renewable energy, environmental protection and sustainable development. The MoU provides for collaboration between the Parties on specific competences targeted at research applied to biodiversity, land’s and ecosystem’s protection, safeguard of protected areas, and environmental education and training. The collaboration also provides for joint planning and implementation of international cooperation interventions in response to international, European and national funding calls.
