Le materie prime critiche e il nuovo piano di azione Europeo: strategie per un approvvigionamento più sicuro e sostenibile

Il tema dell’approvvigionamento sicuro e sostenibile delle materie prime è stato individuato come prioritario dall’Europa a partire dall’iniziativa per le materie prime del 2008 per proseguire con il partenariato europeo sulle materie prime (EIP Raw Materials) e con la recente alleanza europea per le materie prime (ERMA). In particolare sono state individuate le materie prime critiche che risultano più strategiche per l’Europa, in termini di esigenze e criticità di approvvigionamento per il sistema produttivo. Alcune materie prime sono disponibili come risorse primarie solo in pochi paesi nel mondo (non Europei) che detengono il monopolio del loro mercato. L’emergenza pandemica ha sicuramente acuito le criticità già presenti, i costi di alcune materie prime sono aumentati in maniera molto rilevante e gli scenari futuri evidenziano che il costo delle materie prime inciderà sempre di più in maniera sostanziale sulla competitività del mondo produttivo. In Italia, in particolare, il Piano Nazionale di Ripresa e Resilienza prevede numerosi investimenti per la transizione energetica e digitale e per la mobilità sostenibile, che sono basati sulla capacità di approvvigionamento sostenibile e competitivo di materie prime critiche. Il nostro Paese rischia di essere sempre più dipendente dai Paesi produttori delle materie prime critiche, urgono azioni di rilievo per promuovere il riciclo e la sostituzione delle materie prime critiche.

The issue of secure and sustainable supply of raw materials has been identified as a priority by Europe, starting with the 2008 Raw Materials Initiative and continuing with the European Raw Materials Partnership (EIP Raw Materials) and the recent European Raw Materials Alliance (ERMA). In particular, the critical raw materials that are most strategic for Europe have been identified, in terms of supply needs and criticality for the production system. Some raw materials are only available as primary resources in a few (non-European) countries in the world that have a monopoly on their market. The pandemic emergency has undoubtedly exacerbated the criticalities that were already present. The costs of some raw materials have risen significantly, and future scenarios show that the cost of raw materials will have an increasingly substantial impact on the competitiveness of the production system. In Italy, in particular, the National Recovery and Resilience Plan provides for numerous investments for the energy and digital transition and for sustainable mobility, which are based on the ability to sustainably and competitively supply critical raw materials. As our country risks becoming increasingly dependent on countries that produce critical raw materials, major actions are urgently needed to promote the recycling and substitution of critical raw materials.
